Award Ceremony - 2025 Edition
The jury has designated Her Excellency, Roberta Metsola, the President of the European Parliament, as the laureate of the 2025 edition of Timișoara Award for European Values.
The award ceremony will take place in Timișoara at a gala event, in the presence of Roberta Metsola, on 22nd of May 2025.
The Timișoara Award for European Values was established by the City of Timișoara to honor internationally recognized individuals who, with determination, courage, and creativity, promote or defend European values both within and beyond the European Union. The last year laureate was President Maia Sandu of the Republic of Moldova.

What better moment to celebrate European values than today, just a few days after Romanian citizens made a clear and resounding choice for our European path. In last Sunday’s elections, our message was unambiguous: from the citizens of this city to the voices of our diaspora around the world, Europe is not just a political or economic choice. It is our identity. It is our duty.
It is the same message we’ve heard from Moldova or Germany in recent elections. And hopefully, we will hear it from Poland next Sunday. For millions of people, Europe is still the answer. It offers us the comfort of shared conviction, the continuity of peace, and the promise of progress. But it also brings great responsibility for shaping our future in extremely fragile times. This means fixing what is broken and standing by those in need.
Madam President,
Dear Roberta,
We are all deeply honoured that you accepted our invitation and came to Timișoara, in the midst of urgent and complex challenges. Your presence here is symbolic. At a time when Europe faces renewed threats, when war has returned to our continent, and when disinformation seeks to divide us, we need courageous leaders who truly believe in the European project and who succeed in transforming this belief in concrete action.
In recent weeks, in Romania we’ve been confronted with fundamental questions about who we are and where we are going. Not just in geography, but in values, in spirit, and in ambition. It was and it is a painful search. This choice is not abstract for us. We know what European Union membership means. The opportunity and the prosperity that have blessed Romania since its accession to the EU in 2007 should speak for themselves.
Here in Timișoara, we have always believed in Europe. In 1989, we sparked the Romanian revolution for freedom and reopened Romanias path towards Europe. Through the Proclamation of Timișoara, we demanded democratic and, very explicitly, European values. And more recently, as a European Capital of Culture, we proved with vibrant creativity that Europe is not just our history, it is our future.
With this conviction, we established the Timișoara Award for European Values. It is our way of recognising those who stand for the principles that make Europe strong: freedom, the rule of law, solidarity, human dignity.

Europe needs leaders who show up. Leaders who lead not from behind desks, but from the front lines of history. Roberta Metsola teaches us this lesson every day.
Just weeks after she was elected President of the European Parliament, Putin invaded Ukraine. Many hesitated. She did not. She travelled to Kyiv, being the first EU institutional leader to do so after the invasion. She stood beside President Zelenskyy and addressed the Ukrainian Parliament with clarity and courage. Her words echoed across Europe: “Ukraine is Europe.”
This moment defined not only her presidency, it confirmed her character. She understood that true leadership means standing with those in need, especially when it’s difficult.
Under her leadership, the European Parliament backed EU candidate status for Ukraine and Moldova. She launched practical solutions, like the Generators of Hope initiative, which delivered vital energy to Ukrainian cities during winter (and when I visited her in the European Parliament in 2022, I promised here that Timișoara, too, would send some generators to Ukraine – a promise we delivered). She stood with President Maia Sandu in Chișinău, speaking to 75,000 Moldovans who, like us, believe in the European dream. And she told them in Romanian: “Europa este Republica Moldova. Moldova nu este singură.”
These were not just words. They were a promise, spoken at a time when many doubted Moldova’s European destiny. And I have been told that meanwhile, those words have become a rallying cry especially for young Moldovans.
Dear friends,
Roberta Metsola has long been a friend of Romanian democracy. She stood with us during the 2017–2019 protests, when Romanians took to the streets to defend the rule of law. She spoke up when others stayed silent. In a time when hope seemed fragile, she reminded us that Europe is paying attention. And in one of the most frustrating and unjust moments for our country, she said clearly and publicly: “The Schengen Area is not complete without Romania.” A simple truth, spoken with courage.
Her courage is not without a price, that’s what defines it as courage. She often is the target of vicious personal and political attacks. Even her presence in Timișoara stirred some calls for protests on the extreme right. I hope, dear Roberta, that you bear this cross knowing that you are on the right side of history.
Roberta Metsolas’ leadership does not stop at foreign policy. Under her presidency, the European Parliament has actively defended press freedom, judicial independence, and the rights of women across Europe. She led efforts to combat domestic violence and ensure protection for victims in every EU member state.
President Roberta Metsola was the forerunner of the new ethics code that was introduced by the European Parliament, as a reaction to the largest corruption scandal that ever hit the European Parliament: Qatargate. When the scandal broke, it raised serious questions and cast doubt on the integrity of the institution. Trust was damaged. People were rightfully concerned. But in that moment, President Roberta Metsola acted. And she acted fast. She understood what was at stake. She saw the need for change and stronger rules. More transparency and real accountability for everyone who serves in the European Parliament.
During the campaign for the European elections, President Metsola visited numerous Member States, taking the time to listen, to engage, and to connect, particularly with young people, whose voices she has consistently championed. Just this morning, we had an excellent discussion with 800 students from Timișoara. The elections may be over, but she continues the conversation, showing that for her, listening to Europe’s youth is not just a campaign moment, but a lasting commitment.
She is also a symbol of generational renewal. The youngest President in the history of the European Parliament, and the first woman in over 20 years to hold the position, Roberta Metsola represents a new kind of European leadership.
In a time where representative democracy is under attack, the idea that human beings can represent the will of many other people, she also models a new kind of politician: empathetic but not weak, courageous but not reckless, people-oriented but not populist. And energetic. A mother of four school-aged boys, she really seems to have a battery that never tires!
Her journey from a young activist in Malta to the highest seat in the European Parliament is an inspiration for all those who still believe that politics does not have to be dirty, but, as Hannah Arendt put it, applied love for the world.
Ladies and gentlemen,
The jury of the Timișoara Award for European Values praised Roberta Metsola for her unwavering support of democracy and security in Europe. In times of crisis, she has shown that politics can still be a force for progress and hope.
The jury commended her key role in mobilizing support, her success in transforming solidarity into meaningful action, and her consistent backing of Romania’s rightful place in Europe.
The jury also recognised her firm defence of the rule of law, press freedom, and anti-corruption efforts. In a complex world, where the credibility of institutions is often questioned, she has worked to restore trust, integrity, and accountability.
Here in Timișoara, the city of the revolution and the European Capital of Culture, we understand the power of values. And in Roberta Metsola, we see these values clearly reflected.

In recognition of your extraordinary journey, your inspiring leadership, and your steadfast defence of European values, the City of Timișoara is honoured to present you with the Timișoara Award for European Values.
You remind us why Europe matters. You remind us that democracy is never finished.
And you remind us that there is always hope, even in difficult times.

Dear fellow Members of the European Parliament,
Dear Ambassadors,
Distinguished guests,
Dear Europeans,
It is a pleasure to be back in Romania, and I am delighted to be here in Timișoara. A city that has shaped not only Romania’s story, but Europe’s too.
Last week, I saw Europe on the streets of Timișoara and Bucharest. People wrapped in European flags, chanting, and celebrating Romania’s place at the heart of our Union.
Yesterday in Bucharest, I had the pleasure of meeting with President-elect Dan, and I congratulated him on his election victory. I know he shares the belief that Europe is more than just geography. Like those on the streets last week, and all of us here today, we know Europe is a home of shared values. A choice. A belief in freedom, in dignity, in justice. It is something we live and breathe, not just something we inherit. A promise we pass forward. A project we build, together, every single day.
Europe was forged by people who refused to accept the status quo, who dared to believe in something better. People who chose hope over fear, unity over division, possibility over pessimism.
And few cities embody that European spirit more than Timișoara. A city of pioneers, of courage, of hope. A city that started the revolution of 1989. A city that knows the cost of freedom – and the power of new beginnings.
This is why I am deeply honoured that the city of Timișoara has awarded the European Parliament this recognition for European Values.
I want to thank the people of Timișoara, and especially your mayor Dominic Fritz. Thank you for your leadership, your vision, and your commitment to Europe. Thank you for making Europe local.
And let me also pay tribute to this year’s distinguished jury, who reflect the richness of Romania’s civic, political and cultural life. This award belongs to you.
I accept this honour on behalf of the entire European Parliament, of my fellow Members, and all those working every day to defend the values that unite us as Europeans.
Because this award is more than a recognition – it is a responsibility. A reminder that Europe, and the values we stand for, can never be guaranteed. That they must be defended.
The European Union is not perfect. It is, and always will be, a work in progress. But our journey – from conflict to cooperation, from borders to bridges, from six countries to twenty-seven – remains the greatest political experiment in modern history.
And here in Romania, after 18 years of membership, you know what Europe can do. How it transforms lives, how it creates opportunity, how it protects freedom. You have lived it. You believe in it.
But that belief must never be taken for granted. Too many in Europe still feel left behind. Struggling to make ends meet. Worrying they’ll never afford a home. Leaving in search of work and opportunity. Weighed down by bureaucracy and rising costs.
That is why we must listen. And why we must do much more.
When Europeans voted last June, they sent a clear message about the kind of Europe they want. And that message echoed again here in Romania on Sunday.
People are asking for results. They want a Europe that works. That makes life simpler, not harder. A Europe that leads – on good jobs, better opportunities, and a fair chance at building a future. A Europe that protects – its borders, its values, and its people. A Europe that fulfils the promise of its flag.
That is not too much to ask. And it cannot be too much to deliver.
The responsibility now falls to us – to build that smarter, stronger, and safer Europe. To prove that Europe can deliver. To show that Europe can reconnect with citizens. To show Europe is not just about capital cities.
A smarter Europe is one where innovation thrives. Where universities, like yours here in Timișoara, drive progress. Where start-ups can scale, not stumble. A Europe that understands that more regulation doesn’t always mean better regulation. A Europe that invests in clean technologies, without turning its back on our farmers and our industries.
A stronger Europe is one that knows that alone we are small, but together we are powerful. Where we commit to finishing what we started, like completing the Capital Markets Union and deepening our single market. A Europe that doesn’t follow, but leads – in AI, in digital, and in quantum. A Europe that stands tall – especially in uncertain times.
A safer Europe is one that takes its destiny into its own hands. Russia’s war in Ukraine changed everything. Every Member State in Europe now understands that we can no longer rely on others for our security. We must take that responsibility seriously, if we are to push for a real and lasting peace – on the basis of ‘nothing about Ukraine, without Ukraine.’
A safer Europe also means getting serious about enlargement. Moldova and Ukraine must continue their path toward membership. And the Western Balkans cannot be left waiting another decade. If we don’t step up, others will step in.
Romania waited for more than a decade to join Schengen. That was a mistake – not by the European Parliament, we always supported it – and we should not repeat it.
And here, I want to say ‘thank you’ to the Romanian people, for your support to Ukrainians, and to Moldovans living under the constant threat of Russia. You understand better than anyone why this matters. For all of us.
Europe has always been built by people who believed tomorrow could be better than today. And I know that belief is still alive, in every young person looking for their first job, in every entrepreneur starting something new, in every family hoping their children will live better lives.
Our job is to match that belief with action. To show that Europe still works. That it still listens. That it delivers. That’s why I’m here in Timișoara.
With this award, we at the European Parliament renew our promise:
To defend the values that brought us together.
To fight for the future you and your children deserve.
And to build a Europe that doesn’t just endure – but inspires.
Timișoara, thank you for this honour.

The award was granted by a distinguished jury composed of prominent Romanian figures from various professional fields. In choosing President Metsola, the jury recognized her strong leadership and clear vision of a united and resilient Europe. She has demonstrated that politics can be an instrument of progress and hope. At a time of great challenges for the continent, President Metsola has played a vital role in mobilizing European support for Ukraine - championing concrete humanitarian and military aid - as well as advancing the European integration of Moldova and Ukraine.
The jury also commended her unwavering stance as a trusted ally of Romania in its long-standing efforts to join the Schengen Area. Her support has been instrumental, and Romania’s full accession to Schengen, as of January 1st, 2025, stands as a significant milestone.

I thank the President of the European Parliament for accepting Timișoara’s award. This prize is a recognition of her strong and unwavering commitment to defending and promoting European values. Roberta Metsola has been at the forefront of those who mobilized European support when Russia invaded Ukraine. She has stood up for Romania’s right to be part of the Schengen Area. She is part of a new generation of European leaders who believe in the European project and the values that define it—leaders who work every day to rebuild people’s trust in democracy and in institutions. We look forward to welcoming her to Timișoara, to celebrate Europe together.
Roberta Metsola holds several records - youngest President of the European Parliament, first from Malta, and only the third woman in this position. Roberta Metsola is only 2 months older then me: 46 years young - a great age. But she achieved goals in life for which other would need double as many years. She is the youngest President of the European Parliament, she is a mother of four sons and she passionately fights for European values. Quoting her words: "Europe will only survive if we stop taking it for granted." - inspired me and many others to never take democratic achievements throughout Europe for granted. Never!
